The DHS EAGLE, to be specific.The director of the Office of Procurement Operations for the Department of Homeland Security announced on Dec. 3 that the new EAGLE II contract will be exclusively for small businesses. Soraya Correa said Eagle II will have functional areas set aside for categories such as 8(a)’s, HUBZone firms, and service disabled veteran owned businesses. DHS will buy information technology services from specific categories of these businesses.
DHS is expected to release a request for information on the EAGLE II contract in early 2009. This is a department-wide information technology contract for Leading Edge Solutions. The original EAGLE contract awarded in 2006 included 28 small businesses. Nineteen were acquired by another company, or outgrew their small business category.
DHS awarded 1.36 percent to SDVOB’s in 2007. Tom Essig, DHS chief procurement officer, has alerted all DHS departments to find ways to increase that percentage. The rest is up to you.
