Nevada is the latest state to pass legislation that provides and advantage to veteran-owned businesses. Assembly Bill 223 passed and was signed into law by Nevada Governor Jim Gibbons June 8 and took effect October 1.
The difficult process of getting this legislation passed was spearheaded by the hard work of NaVOBA member Tom Considine and RG Smith, who spoke before the Nevada Assembly in March. Considine contacted NaVOBA for assistance in preparing the information to be presented to the Assembly.
“The information you provided was excellent because RG was able to pass that on to them and let them know that this was the proper thing to do,” Considine said. “It really helped us get all our ducks in a row. Trying to get a bill passed through the legislature is like trying to win the Super Bowl. You have to pre-plan and anticipate the other team’s move and have a plan to counteract it.”
The Bill provides a five percent bidding preference for service-disabled, veteran-owned businesses for state public works and state purchasing contracts.
“As long as a(n) [SDVOB’s] bid is no more than five percent above the lowest bidder, SDVOB’s are still considered the low bidder,” Considine said.
